This is a straight-up fanciful and playful piece that is reminiscent of Dr. Suess (to my mind). The flowers in this one all seem to have that same odd, quirky quality that Suess’ characters took on. Can you hear the conversation that they are having? I bet it’s in rhythmic verse.
